As the 2026 Virginia General Assembly session gets underway, a growing number of voters are taking a closer look at what Democratic lawmakers have introduced so far. The scope, speed, and ideological consistency of these proposals have sparked concern among moderates, independents, and center-right Virginians who see a legislature moving aggressively left on elections, crime, taxes, education, energy, and civil liberties—all at once.
What stands out is not any single bill, but the cumulative effect of dozens of measures that would fundamentally reshape how Virginia governs, votes, polices, taxes, educates, and regulates daily life.
Election Law: Transparency and Trust Under Pressure
Democrats have advanced a series of election-related bills that critics argue weaken safeguards and public confidence:
- Prohibiting future voter roll cleanups
- Banning hand-counted ballots
- Allowing ballots to be counted days—or even a week—after Election Day
- Removing real-time disclosure for large, last-minute campaign donations
- Restricting the State Board of Elections’ ability to enforce reporting compliance
- Joining the National Popular Vote Interstate Compact
- Authorizing internet-based voting
Supporters frame these changes as “expanding access.” Skeptics counter that delayed counts, reduced transparency, and internet voting introduce risks at a time when public trust in elections is already fragile.
Criminal Justice: Leniency as a Guiding Philosophy
Another major throughline is criminal justice reform—taken to an extreme, critics say:
- Eliminating mandatory minimums for violent crimes, including rape and assault on law enforcement
- Making bail denials more difficult, even for serious offenses
- Reducing penalties for robbery and repeat violent felonies
- Allowing early release for convicted murderers, rapists, and terrorists
- Limiting prosecutors’ ability to reference prior convictions during trials
These measures arrive amid ongoing concerns about violent crime and public safety across the region. Law enforcement groups warn the proposals risk prioritizing ideology over deterrence and victim protection.
Guns, Policing, and Public Safety
Democratic lawmakers have also rolled out one of the most expansive gun-control packages in the country:
- Licensing requirements to purchase firearms
- An “assault weapons” ban
- New firearm and ammunition taxes
- Expanded gun-free zones and reduced concealed-carry reciprocity
- Civil liability for gun manufacturers
- A state-funded gun-control advocacy “center”
At the same time, bills would end qualified immunity for police, restrict ICE enforcement activity, and expose federal agents to civil lawsuits—moves critics say could chill lawful policing and federal cooperation.
Taxes and Cost of Living: Broad-Based Increases
On the fiscal front, Democrats are proposing sweeping tax increases affecting nearly every Virginian:
- New income tax brackets reaching up to 10 percent
- A 7.75 percent “millionaire” tax and an added investment tax
- Higher sales taxes across Northern Virginia and optional local increases statewide
- New taxes on services ranging from streaming and gym memberships to home repairs and landscaping
- Tourism, hotel, delivery, and electric vehicle tax hikes
Opponents warn these measures would raise costs for families already strained by inflation while pushing businesses and high earners out of the Commonwealth.
Education, Culture, and Social Policy
Education bills reflect an aggressive shift in priorities:
- Mandatory mental health screenings for students
- Reduced academic standards for graduation and financial aid
- Expanded state control over homeschooling and private schools
- Public education access for undocumented immigrants
- Ideological mandates in curriculum, including January 6 narratives
Cultural measures—including renaming Columbus Day, eliminating Confederate-themed license plates, and revoking tax exemptions for historical groups—have reignited debates over whether the legislature is governing or relitigating history.
Energy, Environment, and Regulation
Environmental legislation includes:
- Mandated “environmental justice” plans for all localities
- Expanded eminent domain powers
- New penalties for regulatory noncompliance
- Reclassifying solar farms under agricultural protections
- $100 million in taxpayer funding for sustainable aviation fuel
Critics argue these policies centralize authority, raise costs, and reduce local control under the banner of climate action.
A Defining Moment for Virginia
Individually, many of these bills might spark debate. Taken together, they represent one of the most sweeping ideological agendas ever introduced in a single Virginia legislative session.
For supporters, this is long-overdue “progress.” For critics, it is an unchecked expansion of government power, higher taxes, weaker public safety, and reduced accountability—passed quickly and often with limited public scrutiny.
As committee hearings begin and elections loom, Virginians face a defining question: Is this the direction they want their Commonwealth to go?
